Pursuant to Title 22, Chapter 43, Section 2.2-1112 of the Code of Virginia, the School Board of the City of Richmond, Virginia is charged with the responsibility to "provide for the erecting, furnishing, and equipping of necessary school buildings and appurtenances." The Division of Purchasing within the Richmond Public Schools assists the School Board in carrying out this responsibility.
The purpose of the Division of Purchasing is to establish and carry out centralized purchasing procedures designed to acquire high quality, appropriate goods and services at a reasonable cost and in a timely manner for the schools and departments which it serves. All procurement procedures shall be conducted in a fair and impartial manner to avoid even the appearance of impropriety. Specifications shall be developed to reflect the procurement needs of the School Board rather than to favor one vendor over another. The Division of Purchasing shall adhere to the legal requirements established by the General Assembly through the Virginia Public Procurement Act.
The major duties of the Division of Purchasing are as follows:
- To develop and coordinate a complete centralized purchasing and distribution program for schools and departments of Richmond Public Schools;
- To formulate the basic policies and procedures to be used in exercising procurement functions;
- To administer the School Board's and State's and Federal surplus property program.
