Dear Parent or Guardian:
In compliance with instructions issued by the Department of Education dated April 12, 1998, relative to evidence of achievement for students receiving home instruction, I am providing the following assessment alternatives available to you.
The parent is required to submit by August 1, evidence of the child's achievement in either of the following ways: Evidence that the child has attained a composite score in or above the fourth stamina on any nationally normed standardized achieve test that meets legal requirement.
- An evaluation or assessment which, in the judgment of the division superintendent, indicates that the child is achieving an adequate level of educational growth and progress. Suggestions for satisfying this requirement are as follows:
- The evidence submitted should provide sufficient information, whether in the form of test results or other measures or observations to enable the superintendent to make a reasonable judgment. It should be limited to educational growth and progress, should be related to the curriculum submitted by the parent or offered by the correspondence school enrolling the student and must be conducted by someone other than the parent acceptable to the division superintendent. It is strongly recommended that the parent make arrangements with the superintendent early in the school year to plan what this evaluation or assessment will be and to determine what must be submitted to ensure that the superintendent has sufficient evidence on which to make a judgment. The parent must assume all costs and responsibility for the evaluation.
- One option under this provision is to use the appropriate level of a standardized achievement test other than one approved for use in the public schools. Achievement of a composite score in or above the fourth stamina would provide an acceptable measure. These tests cannot be obtained from the division.
- Other options include: an evaluation or assessment which the division superintendent determines to indicate that the child is achieving an adequate level of educational growth and progress, including but not limited to; (a) an evaluation letter from a person licensed to teach in any state, or a person with a master’s degree or higher in an academic discipline, having knowledge of the child’s academic progress, stating that the child is achieving an adequate level of educational growth and progress; or (b) a report card or transcript from a community college or college, college distance learning program, or home-education correspondence school.
