Pupil Placement Services

The Office of Pupil Placement Services is committed to serving RPS students, families, and the community by providing the most appropriate placements, considering the safety, academic, social, and emotional needs of individual students. One of the responsibilities of Pupil Placement Services is to arrange continued schooling for students who have medical, IEP or 504 driven needs, or those who have been reassigned due to court involvement.  We provide continued educational services for students whose specific needs restrict their ability to physically attend school in an RPS building. Students will continue to receive quality academic instruction during their absence from the classroom. The RPS Office of Pupil Placement ensures continuity of educational services between the classroom and home with the best interest of each student in mind.

Homebound/Home-Based Services

We provide our students with valuable homebound or home-based experiences through placement, communication, planning, and consideration for individual needs

Richmond Public Schools Pupil Placement Services strives to meet the needs of students by making homebound and home-based placement decisions that addresses social and emotional needs, while providing optimum academic support through carefully planned instruction.

Richmond Public Schools (RPS) has a responsibility to meet the educational needs of children who are confined to their homes because of illness, injury, pregnancy, or emotional difficulties. Frequently, these children are unable to attend school for an extended period of time. Homebound instruction enables such children to continue their educational program while confined at home. Educational and physical modifications may be attempted before students are placed on homebound instruction.

Program Description/Goals:

Home-based services are determined by the student’s Individualized Education Plan teams.  Home-based services are also requested by the Disciplinary Review Hearing Officer for discipline related reasons. Students who have been charged with “certain” charges as indicated in VA Code 16.1-260G will receive home-based services until charges are reviewed and resolved.
