Accounting Manager, Finance Operations

POSITION TITLE:  Accounting Manager – Finance Operations

QUALIFICATIONS:  Bachelor’s degree from an accredited college or university in accounting, finance, business administration or related field and at least five years increasingly responsible and progressive experience in government or general accounting is required.  Must have at least three years supervisory experience in a large complex organization.  Comprehensive knowledge of generally accepted accounting principles and practices required.  Excellent interpersonal, communication, and organizational skills are essential.  Must have the ability to analyze and interpret authoritative literature and provide impact statements and recommendations.   Experience in payroll and accounts payable control techniques and methods.  Must be able to work in a cooperative and collaborative manner with all employees, school administration, business and community representatives.   Ability to work under pressure and meet multiple deadlines.  Proficient in the use of Microsoft Word, Excel, PowerPoint and strong skills in using the Internet and Intranet is essential.

PERFORMANCE EXPECTATIONS:  Assists in the selection of professional and support staff.  Reviews legislations and advises on implications and applications relevant to Schools.  Develops systems and methods for compilation and preparation of financial reports and statistical statements.  Maintains records for the School division’s fixed assets in accordance with GASB 34.  Supervises and reviews monthly reconciliation of the: accounts payable accrual and payroll balance sheet accounts and payroll and accounts payable bank reconciliations.  Analyzes internal accounts payable and payroll operations: defines and documents methods and procedures to improve accuracy and timeliness, implements new methods, procedures and forms as necessary, evaluates impact of new or modified IRS 1099, salary, and benefit regulations, develops and implements Designs and coordinates workshops for school personnel on accounts payable and payroll procedures.  Maintains accounting controls by preparing and recommending policies and procedures.  Evaluates and provides technical assistance to professional accountants and technical staff.   Interfaces with Auditors.  Writes, updates and maintains a comprehensive policy and procedures manual for assigned areas.  Acts for the Finance Director during absences and as directed.  Contributes to finance team effort by performing other duties, tasks, and participates in special management/financial programs as assigned. 

GENERAL DEFINITION AND CONDITIONS OF WORK:  Manages and supervises the finance department’s payroll and accounts payable team to ensure proper payment of school division vendors and employees.  Work requires frequent standing, sitting, light lifting up to 10 pounds, walking, vocal communication for expressing or exchanging ideas, hearing to perceive information at a normal spoken word level and visual acuity for preparing and analyzing written or computer data.

REPORTS TO:  Director of Finance

PAY SCHEDULE: Unified Pay Schedule, Pay Grade 125

LENGTH OF CONTRACT: 260 Days (12 months)

FLSA: Exempt
