Accounting Manager, General Ledger and Reporting

POSITION TITLE:  Accounting Manager – General Ledger and Reporting

QUALIFICATIONS:  Bachelor’s degree from an accredited college or university in accounting, finance, business administration or related field and at least five years increasingly responsible and progressive experience in government or general accounting is required.  Must have at least three years supervisory experience in a large complex organization.  Comprehensive knowledge of generally accepted accounting principles and practices required.  Excellent interpersonal, communications, and organizational skills are essential.   Must have the ability to analyze and interpret authoritative literature and provide impact statements and recommendations.  Experience in managing year-end closing and coordination of annual external audit.  Must be able to work in a cooperative and collaborative manner with all employees, school administration, business and community representatives.  Ability to work under pressure and meet multiple deadlines.  Proficient in the use of Microsoft Word, Excel, PowerPoint and have strong skills in using the Internet and Intranet is essential.

PERFORMANCE EXPECTATIONS:  Assists in the selection of professional and support staff. Reviews legislations and advises on implications and applications relevant to Schools. Develops systems and methods for compilation and preparation of financial reports and statistical statements. Manages preparation of the Comprehensive Annual Financial Report for the district and fiscal agencies.  Manages the external financial statement and singe audit functions.   Manages completion of other required reporting including, but not limited to: annual School Report to the Department of Education, APA comparative cost report for education activity, quarterly and annual Medicaid reimbursement reports, grant reports and various internal reporting as required.  Ensures compliance with GAAP and federal state, and local regulatory requirements, and is lead on implementation of GASB standards.  Manages the overall fiscal operation of grants accounting to ensure compliance with federal, state, and school division regulations.  Manages and supervise general ledger asset and liability accounts reconciliations.  Evaluates and provides technical assistance to professional accountants.   Interfaces with Auditors and oversees the coordination of the annual fiscal year audit.  Maintains accounting controls by preparing and recommending policies and procedures.  Writes, updates and maintains a comprehensive policy and procedures manual for assigned tasks.  Acts for the Finance Director during absences and as directed.  Contributes to Finance team effort by performing other duties, tasks, and participates in special management/financial programs as assigned. 

GENERAL DEFINITION AND CONDITIONS OF WORK:  Manages and supervises the finance department’s accounting and financial reporting team. Work requires frequent standing, sitting, walking and light lifting up to 10 pounds.  Effective verbal and written communication skills for expressing or exchanging ideas, hearing to perceive information at a normal spoken word level and visual acuity for preparing and analyzing written or computer data.

REPORTS TO:  Director of Finance      

PAY SCHEDULE: Unified Pay Schedule,  Pay Grade 125

LENGTH OF CONTRACT: 260 Days (12 months)
