General Description:
Richmond Public Schools (RPS) is seeking a results-oriented School Finance and Operations professional to serve as Chief Operating Officer (COO).  The Chief Operating Officer provides the leadership, management, and vision necessary to ensure that the division has an effective and proactive approach to maintaining high-quality internal operations in the areas of Budget and Finance, Facilities Management, Technology Services, Pupil Transportation, and Student Nutrition.  Additionally, the COO works to ensure that Finance and Operations are a strategic part of the administration and that Finance and Operations work ultimately supports teaching and learning. 

Essential Duties and Responsibilities:

  • Serves on the senior leadership team, acting as a strategic advisor, functional expert, and thought partner on finance and operations strategies 
  • Coaches Directors of each Operations Department to manage their teams effectively, including developing skills such as delivering critical feedback effectively, setting and monitoring ambitious team goals, and creating a climate that promotes respect for others and embraces diversity as a strategic advantage
  • Evaluates performance of direct reports against Office goals
  • Monitors and reviews processes to ensure continual improvement across Finance and Operations Departments
  • Ensures the division responsibly stewards its financial resources through rigorous, strategically aligned management of its operating, grant, and capital budgets; develops robust financial models and tools that encourage budget forecasting, prioritization, scenario planning, and real-time decision making
  • Provides leadership for deferred maintenance, short term, and long term capital improvement strategies so that students and staff experience safe and healthy buildings
  • Demonstrates integrity and clarity in all communications and interactions 

Qualifications:

  • At least 7 years of senior level experience 
  • Finance and Operations  work experience within a school division or non-profit organization preferred
  • Master’s Degree in, Business Administration, Public Administration, or Accounting Preferred
  • PMP and/or CSM certification preferred
