General Description:
The Fiscal Associate II is responsible for assisting in budget preparation, monitoring, execution, revisions, as well as implementing and maintaining an inter-departmental system for managing procurement, control of goods and services, and cash deposits.

Essential Duties and Responsibilities:

·         Prepares the annual Head Start and Early Head Start budgets for basic, and supplemental program services, etc.

·         Conducts all necessary processes to ensure the Head Start / Early Head Start budget and other programmatic components to ensure grant compliance with regulations and guidelines.

·         Sets up and maintains Head Start budget account structures in accordance with district and federal rules and regulations

·         Plans and directs Head Start fiscal activities including the preparation, review, checking, and verification of requisitions, in-kind contributions, parent reimbursements, invoices, accounting documents, accounts payable documents, procurement documents, payroll, prepare reimbursement claim forms, requisitions, and contracts, etc.

·         Monitors expenditures and accounting transactions involving program fund

·         Prepares cost analysis, monthly and annual budget reports, and makes presentations to individuals and groups such as the Finance committee, Parent Policy Council, and regional Head Start funding office, indicating, among other aspects, the current fiscal status and actual versus planned expenditures

·         Provides information to and assist in the development of recommendations to the Policy Council or Finance Committee

·         Provides logistical and operational support and inter-departmental coordination in such areas as Head Start transportation, student rostering and other data entry, as needed

·         Conducts training sessions for individuals or groups on Head Start/Early Head Start fiscal components and regulations, as well as sets up and maintains appropriate files and records 

·         Provides inter-program direction to assigned personnel, including Finance staff and Purchasing staff

·         Performs other duties as assigned by the Head Start Manager


·         Baccalaureate degree in accounting, business, fiscal management, or a related field required

·         Public accountant certificate preferred

·         Working knowledge of accounting and bookkeeping, office procedures, office management functions, keyboarding, and computer skills such as Microsoft Office Suite

·         Outstanding interpersonal and teamwork skills; ability to work collaboratively with internal and external stakeholders

·         Strong organizational skills, including keen attention to detail and ease at managing competing demands and determining priorities independently

·         Experience working in a fast-paced, environment; adaptable when managing multiple, shifting priorities; comfortable with ambiguity

·         Excellent verbal and written communication skills; ability to communicate complex ideas simply and succinctly

·         Strong computer and technology skills; proficiency in Microsoft Word, Excel, Outlook, PowerPoint, and Google

·         Ability to analyze data, record financial transactions, interpret official finance and payroll policies and procedures, and maintain complex automated financial records and reports

·         Excellent analytical and research skills

·         Ability to maintain confidential financial records and information
