Human Resources Specialist - Talent Acquisition

POSITION TITLE: Human Resources Specialist – Talent Acquisition

QUALIFICATIONS: Must have a high School diploma or its equivalency. Bachelor’s degree in human resources related field or equivalent training and experience preferred. Three years of experience with recruitment methodologies and practices required. Professional experience as a Human Resources Assistant, Recruiter or Analyst in the recruitment, selection and placement of instructional and exceptional education instructional employees preferred. Experience in the development and implementation of innovative recruitment and retention strategies. Must have knowledge of successful recruitment practices and techniques to recruit, retain and motivate high quality instructional employees for a large urban public school system. Must have the ability to establish and maintain successful recruiting partnerships that will facilitate the hiring of high quality applicants. Must be able to work cooperatively in a team environment to plan and achieve recruitment program goals and objectives. Must have knowledge of effective teaching strategies and practices. Excellent interpersonal, communications, planning, presentation, public relations and organizational skills are required. Knowledgeable in Internet-based recruitment strategies, programs and best practice techniques is essential. Must be knowledgeable in conducting all different types of interviews. Must be able to work in a cooperative and collaborative manner with college and university student career placement and employment representatives, teachers, school administration, program managers/specialists, central office personnel, business and community representatives. Advanced experience with Microsoft Office products, especially Excel (i.e. pivot tables, formulas, etc.). Must be able to travel 3-5 days out of a week during peak recruitment periods and handle/lift packaged recruitment materials weighing 35-50 lbs.

PERFORMANCE EXPECTATIONS: Assists with the development and coordination of comprehensive employee recruitment, selection and placement programs for assigned area. Sources, recruits and screens applicants to fill existing and future position vacancies. Participates in the coordination with the Licensure Specialist to ensure applicants meet licensure qualifications. Refers qualified instructional candidates to administrators for interview. Assist with the development of comprehensive recruiting partnerships with colleges, universities, associations and other school divisions. Develops recruitment presentations for teacher applicants and conducts job fairs for potential applicants. Ensures that all employment interviewers are trained. Ensures that all recruitment, selection and placement actions comply with federal and state laws, School Board polices and Richmond Public Schools administrative procedures. Assists Senior Human Resources Specialists to determine recruitment requirements and projections for future position vacancies. Performs other related duties as assigned.

GENERAL DEFINITION AND CONDITIONS OF WORK: Performs administrative work in the coordination and supervision of Talent Acquisition activities. Work requires vocal communication for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data. Job requires frequent standing, walking, bending, stooping, and lifting packaged recruitment up to 50 pounds.

PAY SCHEDULE: Unified Pay Schedule, Pay Grade 115

LENGTH OF CONTRACT: 260 Days (12 months)

FLSA STATUS: Non-exempt
