Lead Health and Family Services Specialist

POSITION TITLE: Lead Health & Family Services Specialist

QUALIFICATIONS: Bachelor’s degree in Social Work, Human Services, Family Counseling or related field. Three to five years of Early Childhood or Head Start experience. Knowledge of local community, health and nutrition resources. Ability to understand, interpret and implement policies and procedures. Must have excellent organizational, oral and written communication and management skills. Bilingual skills to include Spanish are a plus. A minimum of two years of supervisory experience preferred. Must possess a valid Virginia driver’s license and use of personal vehicle.

PERFORMANCE EXPECTATIONS: Provides direction supervision and guidance to staff in the areas of Family Services and Health and Nutrition. Monitors and analyzes the status of Family and Community Partnership and Health and Nutrition Service Areas ensuring an integrated and comprehensive system of services for children and families are being implemented. Develops plans to improve identified areas of weakness in the Family and Community Partnership and Health & Nutrition Service Areas. Develops and updates the annual service areas plans for Family & Community Partnership and Health & Nutrition in conjunction with Policy Council, parents and staff. Provides guidance and supervision of all Family Services and Health & Nutrition staff. Oversees work schedules and monthly reports. Ensures notices to families for health documents are requested in a timely manner. Ensures families have access to various community health resources to ensure that all children’s health requirements are met. Provides regular assistance in reducing barriers that keep parents from attending Parent Committee and Policy Council Meetings. Develops and implements a parent incentive program to promote and support parent involvement. Establishes and maintains ongoing partnerships with various community agencies that can assist families in accessing crisis/emergency, health and community resources and services. Designs and maintains a formal system of tracking family and health services and follow-up provided to children and families. Oversees the recruitment and enrollment of eligible children in the Head Start Program. Ensures family activities and events promote the needs and interest of enrolled families. Oversees all Family and Health Services activities and events. Assigns family service staff to provide transportation and child care for each Policy Council Meeting. Conducts home visit observations with each Family Service Advocate and Family Service Worker and provides feedback by completing the Family Services Action Plan. Ensures all case management activities meet the needs of families enrolled in the EHS/HS program and Family Partnership Agreements are developed and implemented in a timely manner. Ensures all required documentation of assigned staff is entered into the program’s database system in an accurate and timely manner. Conducts monthly staff meetings with Family Services and Health and Nutrition staff. Evaluates Family Services and Health and Nutrition staff and provide feedback. Identifies training needs that result from service area evaluations and on-going monitoring of the Family Services and Health and Nutrition staff. Develops and implements a plan to refer families for emergency assistance or crisis intervention. Prepares and submits monthly progress reports to the EHS/Head Start Manager and identify progress in achieving service area goals. Attends in service training(s), workshops, and conferences (state, regional and national). Performs all other duties as assigned.

SUPERVISES: Family Service Advocates, Family Service Workers and Health and Nutrition Staff GENERAL

DEFINITION AND CONDITIONS OF WORK: Supervise and oversee work tasks and activities within the Family and Community Partnership and Health and Nutrition service areas to ensure the full delivery of integrated services. Must have the ability to supervise and manage staff efficiently and effectively. Must respect and maintain rights and privacy of all staff, parents, and children. Work requires frequent standing, sitting, walking, and light lifting up to 10 pounds.

REPORTS TO: EHS/Head Start Manager

PAY SCHEDULE: Unified Pay Schedule, Pay Grade 118

LENGTH OF CONTRACT: 260 Days (12 months)

FLSA: Exempt
