General Description:
The Senior Accountant, New Construction serves as part of the School Construction Department. The Senior Accountant handles all financial transactions and budgets related to new school construction projects throughout the division, and monitors and maintains these financial matters for construction projects from the project’s inception through completion.

Essential Duties and Responsibilities:

●        Prepares and issues monthly, quarterly, total project funding and commitment forecasts to the RPS construction team

●        Creates project codes, scope alignment and job tracking system

●        Reviews all project invoices and ensures proper coding before forwarding through the work flow (AS/400 or equivalent)

●        Reports monthly cash flow reports and forecasts based on the construction schedules to the Director, New Construction

●        Manages monthly procedures ensuring all major construction project-specific financial and operational milestones have been completed per the calendar established by the Director, New Construction and The City of Richmond (as needed)

●        Manages the financial year-end close procedures of all construction projects, ensuring all major financial and construction major milestones have been completed per the calendar established by the Director, New Construction

●        Collaborates with the Director, New Construction and any necessary RPS staff in the completion of the in-progress construction projects process, ensuring all assets/constructed facilities have been adequately reported

●        Develops and implements construction financial close-out procedures through the implementation of industry best practices; consults with The City of Richmond as needed

●        Tracks and monitors purchase orders for the department

●        Implements various construction accounting risk management procedures to mitigate financial risk, including the ongoing close-out of purchase orders

●        Assigns cost plans for the department by distributing funds into various categories of construction budget including but not limited to professional services and fees, furniture/fixtures/equipment, technology, and construction

●        Conducts internal reviews with the Director, New Construction and the Construction Procurement Manager to ensure compliance with procedures and contracts

●        Ensures compliance with reporting standards (RPS Finance and Accounting policies)

●        Provides functional guidance to the City of Richmond including coordinating activities in conjunction with the External Audit (as needed)

●        Performs other duties as assigned 

Qualifications:

●        Bachelor’s degree in accounting, finance, or related field required

●        At least 5 years of progressive construction general accounting experience

●        Knowledge of Microsoft Windows, Microsoft Office Professional, and statistical accounting software applications

●        Experience analyzing, interpreting, preparing fiscal/accounting records and reconciling; experience with auditing preferred

●        Experience in developing budgets, cash flows, and/or schedules

●        Ability to use Architect/Engineer and Construction Manager cost and/or schedule information to evaluate project status

●        Excellent verbal and written communication skills; ability to communicate complex ideas simply and succinctly

●        Outstanding interpersonal and teamwork skills; ability to work collaboratively with internal and external stakeholders

●        Strong organizational skills, including keen attention to detail and ease at managing competing demands and determining priorities independently

●        Experience working in a fast-paced, environment; adaptable when managing multiple, shifting priorities; comfortable with ambiguity

●        Bilingual/fluency in Spanish preferred
