Preschool & Early Childhood Education

Preschool Applications for 2026-27 Open February 14!

Richmond Public Schools offers free, high-quality early childhood education for eligible 3- and 4-year-olds living in the City of Richmond.
Families can apply to Head Start (HS) and the Virginia Preschool Initiative (VPI) programs.

Both preschool programs provide comprehensive support for young learners and their families. All RPS preschool students have access to certified teachers, social-emotional learning, music and art classes, special education services, research-based curriculum, healthy mealstransportation, health screenings and family resources all provided at no cost to the families.

Head Start

Head Start is a national, federally funded program that provides comprehensive services to low-income preschool children and their families. 

Families enrolled in the Head Start program are assigned a Family Service Worker who meets with them regularly to set goals and provide additional resources and support.

Virginia Preschool Initiative (VPI)

The Virginia Preschool Initiative (VPI) is a state funded program that provides quality preschool programs for at-risk four-year-olds unserved by the federal Head Start program.

Families who do not qualify for Head Start based on income may still qualify for the Virginia Preschool Initiative (VPI) based on a variety of risk factors listed on the preschool application.

2026-27 Required Documents to Apply

Families need to complete the online preschool application and provide the following documents: 

  • Original or Certified Child’s Birth Certificate
  • Two Proofs of Residence
  • Proof of Income
  • Up-to-Date Immunization and Physical Exam Records
  • Individualized Education Program (IEP), if Applicable
  • Court-ordered Custody Paperwork, if Applicable

Families of children with special needs are encouraged to apply to preschool.
