Operations

Patrick Herrel began his career in education as a high school civics and economics teacher. That foundational experience led him to work in districts and nonprofits with a focus on strengthening the systems and operations that allow schools to thrive. He brings extensive experience in district leadership, most recently serving as Executive Director of Enrollment and Strategy with Indianapolis Public Schools. 

A graduate of the College of William & Mary, Patrick is excited to return to Virginia and to serve the Richmond community. In his role as Chief Operating Officer, he is committed to maintaining safe, welcoming, and well-resourced schools, stewarding capital projects, and ensuring that operational systems align with the district’s vision of equity and excellence for all students.  Patrick holds an MBA from Indiana State University and is completing his PhD in education administration from Indiana State University.
 

The following departments live in the Operations Office: 

• The Facilities Department oversees all facilities maintenance and custodial services.
• The Procurement and Property Management Department handles purchasing and procurement in an ethical, timely, and efficient manner. 
• The Technology Services Department ensures that all RPS systems and technology are safe, modern, and secure. 
• The Operations and Risk Management Department oversees construction and assesses and monitors risks to RPS’ physical infrastructure. 
• The Transportation Department runs our pupil transportation and is responsible for the management and upkeep of our bus fleet.
