Head Start is a national, federally funded program that provides comprehensive services to low-income pre-school children and their families by giving them an opportunity to experience quality, comprehensive child development services.
The mission of the Richmond Public Schools Early Head Start/Head Start Program is to provide high quality comprehensive services to low-income pregnant moms, infants and toddlers, and preschool children and their families.
Children will receive a developmentally appropriate experience that will make a difference in their academic achievement in school. Additionally, we will enhance family self-sufficiency and encourage development of the family unit to achieve their fullest potential.

ENROLLMENT FOR THE 2025-26 EARLY HEAD START PROGRAM WILL BE OPEN IN MAY. PLEASE STAY TUNE FOR UPDATES.
Early Head Start is a no-cost program for children 6 weeks to 2 1/2 years old who live in the City of Richmond and meet the Federal Income Guidelines. Families who receive public assistance (SNAP, TANF or SSI), and foster care recipients automatically qualify. Those children who are homeless may also qualify regardless of income.
Parent(s)/guardian(s) MUST PROVIDE the following information. Applications will not be reviewed if items 1-3 are not uploaded/emailed at the time of registration. Items 4-7 will be needed before your child can be considered for acceptance into the program:

Child’s Original Certified Birth Certificate – No copies

Proof of Family Income - 2023 W-2, 2023 Tax Form, Most Recent Check Stubs, Current Notice of Action, TANF Verification, SSI Verification, Child Support Verification or Letter from employer on company letterhead indicating parent/guardian name and weekly income

Two Proofs of Residence - High School schedule (only if you are a student), Current Utility Bill, Mortgage or Lease Agreement, or RPS Shared Housing Form. Cell Phone/Cable Bills are not acceptable for proof of residency

Infant/Toddler’s Current & Completed Physical Exam/Well Baby Checkup

Infant/Toddler’s Current Immunization Record

Infant/Toddler’s Dental Screening/Exam (For children ages 1 and older and must be dated within the last 6 months)

Infant/Toddler’s Insurance Cards (Medical/Dental)
